Obscure Veteran’s Memorial Bridges

It’s easy and doesn’t take a lot of thought to stick up a sign on a piece of a freeway or highway  and call it the "Veteran’s Memorial Highway." 

You see it all the time, although you usually can’t ever tell where the "Veteran’s Memorial Highway" stops and the "Officer Eugene Gibbs (Or some such equally obscure name) Memorial Highway" begins.

But what about these bridges in Mendocino County?


Exactly who were these men?  What did they do?


I googled the names and came up with nothing.

I emailed the CALTRANS district where these signs are located, and s you can imagine, never got any response.

Does anybody know the history of these two veterans?
