Where’s Ham Radio?

I’m a newbie licensed Technician class, so there’s a lot I don’t understand.

Does anyone know if the FCC has declared a communications emergency in the
areas hit by Katrina? 

From what I can see from the ARRL, and other Ham related websites, the amateur
community hasn’t been mobilized in any significant way for this disaster.

In fact, the ARRL website seemed to be telling amateurs not to go to the scene of
the disaster and are now working up a "database" of volunteers. 

I guess I was wrong in thinking that the ARRL had the country divided up into regions,
and that each region had periodic drills, and was ready to rapidly respond to a situation like
this when the regular communications infrastructure was out of commission.

Am I missing something here?
